A homeless student is not just one who must sleep on the street or in a homeless shelter. The term homeless is applied to anyone who does not have a consistent place of his/her own to live. Thus, a family or student who rotates among relatives’ homes is also considered homeless. High mobility can create the same educational problems as homelessness because education is disrupted every time a student moves across school boundaries and changes schools. For that reason, the McKinney-Vento Act allows homeless and highly mobile students to remain registered in their school of choice despite frequent moves.
