- At-risk Youth

The phrase refers to youth who exhibit a number of risk factors for negative outcomes. These factors generally include several of the following combined: living in poverty, belonging to a racial minority, living in a single parent family, having low educational aspirations, juvenile justice involvement, course failure, among others. Some youth workers object to the phrase and the deficit-based approach it connotes, and deliberately use the phrase “at-promise youth” instead.
